When Trust Is Not Enough: A Hard Lesson for Nonprofit Boards

Last week, many of us in the nonprofit community read disturbing news out of Los Angeles. Prosecutors allege that the former CEO of The Painted Turtle, a well-known nonprofit founded by Paul Newman to serve children with serious medical conditions, embezzled more than $5 million over several years. The alleged scheme went undetected until after his departure, when a new controller uncovered irregularities in financial records dating back years.

This is not a story about one bad actor. It is a cautionary tale about governance, oversight, and what happens when boards unintentionally confuse trust with accountability.

As Executive Director of the National Association of Park Foundations and CEO of KORE Association Services, I spend a great deal of time working with nonprofit boards across the country. I can say with confidence that most board members are well-intentioned, mission-driven people who volunteer their time because they care deeply about the cause. That is precisely why this case deserves serious reflection. Good intentions do not replace fiduciary responsibility.

What went wrong

Based on what has been publicly reported, the alleged fraud was able to continue for years because too much financial authority rested with one individual. When a CEO also controls accounting functions, oversees financial systems, and has unchecked access to funds, the organization is exposed. That risk exists regardless of reputation, mission, or size.

Boards are not expected to run day-to-day operations. They are expected to ensure that proper systems, controls, and oversight are in place. When those systems are weak or overly reliant on one trusted executive, the board has fallen short of its duty of care.

What boards should be doing now

This case should prompt immediate action, not quiet reassurance that “it could never happen here.” It can. And it does.

Here are my recommendations for nonprofit boards, particularly those overseeing organizations with annual revenue exceeding $500,000.

1. Authorize a financial audit immediately

If your organization has not had a recent independent financial audit, the board should authorize one now. This is not an accusation. It is a prudent governance step.

For organizations above the $500,000 revenue threshold, an audit should not be optional. It should be standard practice. Audits do not catch all fraud, but they do force transparency, documentation, and independent review. Waiting until there is a problem is waiting too long.

2. Ensure true separation of duties

No single staff member, including the CEO, should be able to authorize transactions, process payments, and reconcile accounts.

If staffing is limited, the board must compensate through outside accounting support or increased board-level oversight. Limited resources do not excuse poor controls.

3. Strengthen the finance or audit committee

A functioning finance or audit committee should do more than review numbers. It should understand processes, ask questions, and meet directly with auditors without staff present at least once a year.

If your board does not have members who feel comfortable reading financial statements, that is a governance gap that must be addressed.

4. Normalize hard questions

Board members should feel both empowered and obligated to ask questions about financial trends, variances, and controls. Asking questions is not distrust. It is fiduciary responsibility.

A culture where questions are discouraged, deferred, or brushed aside is a risk environment.

5. Make whistleblower policies real

Every nonprofit claims to have a whistleblower policy. Far fewer ensure that staff know how to use it and feel safe doing so.

Boards should establish a direct reporting channel that bypasses senior management when necessary and make it clear that retaliation will not be tolerated.

6. Remember that oversight is active, not passive

Approving reports, accepting explanations, and trusting leadership without verification does not satisfy the duty of care. Board service is not ceremonial. It is governance.

A final thought

The most painful part of cases like this is not the financial loss. It is the erosion of trust, the harm to the mission, and the distraction from the communities nonprofits exist to serve.

Strong governance protects more than money. It protects credibility, staff, donors, and the people who rely on our work.

If this moment causes boards to pause, reassess, and strengthen their oversight practices, then some good can come from a very difficult situation. Trust will always matter in nonprofits. But trust, without accountability, is not leadership.

Recently, a once-promising community foundation closed its doors after years of good work in environmental education and community engagement. The decision to dissolve came amid mounting financial pressures, unpaid tax obligations, and the sudden loss of key federal grants that had sustained much of the organization’s operations. The board, to its credit, remained through the difficult process to support staff and AmeriCorps members as the organization transitioned its programs to other nonprofits.

While the circumstances are heartbreaking, they also serve as a vital learning opportunity for every nonprofit leader and board member.

Grants Aren’t a Guarantee

Grants are a blessing—until they’re not. Many nonprofits build their budgets around grant funding without recognizing the inherent risk that comes with it. Government and foundation grants are typically time-limited and subject to shifting political or funding priorities. When those priorities change, organizations that rely heavily on them can find themselves suddenly without the resources they need to meet payroll or maintain operations.

Grants should be viewed as one piece of a diversified funding strategy, not the foundation upon which an entire organization stands.

Boards Must Understand the Finances

Too often, nonprofit boards focus on programs and mission while leaving financial management entirely to staff. But boards have a fiduciary duty to understand not just the numbers, but the sources of those numbers—where money comes from, what strings are attached, and what tax implications might arise.

Welcome to 2025! We know it’s going to be a great year. I wanted to take a moment to express my heartfelt gratitude to you — the members of the National Association of Park Foundations. You, our 921 members representing more than 100 park foundations and/or agencies, are the driving force behind NAPF’s work.

When I joined NAPF as its executive director in 2021, the organization’s membership structure was in need of significant improvement. Today, our membership offers more benefits than ever before, and as a result, being part of NAPF provides the greatest value it ever has. From the bottom of my heart, thank you for continuing to be part of this community.

In addition to these group events, NAPF worked one-on-one with a record 30 members this year to help them start or grow their park foundations. We also conducted board training and strategic planning for numerous member organizations.

Looking ahead to 2025, NAPF is developing new programming and curriculum while bringing back popular offerings from previous years. This includes the online course: Annual Fundraising for Park Foundations, Friends Groups, and Conservancies. As part of our commitment to professional development, NAPF provides certificates of completion for events attended by our community members, and we are exploring the possibility of offering CEUs for our content.

NAPF is also eager to work with park agencies interested in starting a new park foundation or reviving an existing one. Additionally, we are happy to partner with established park foundations to ensure they are structured for sustainable growth.

The Homeless Crisis: A Case for Better Park and Recreation Funding to Prevent Future Homelessness

The homeless crisis in the United States has reached alarming levels, with tens of thousands of people living on the streets, many of whom suffer from chronic conditions, substance abuse, and mental health issues. While numerous strategies have been proposed and implemented to address this issue, one often overlooked solution lies in proactive community engagement—specifically, through enhanced funding for parks and recreational programs that can help mitigate the factors leading to homelessness, particularly among youth. By creating vibrant, active spaces and offering robust programming, communities can foster a sense of belonging, provide constructive outlets for energy, and offer early interventions that address the root causes of homelessness before they manifest in adulthood.

The Role of Parks in Community Health and Well-being

Parks and recreation facilities are more than just green spaces; they are vital components of community infrastructure that promote physical health, mental well-being, and social cohesion. According to the National Recreation and Park Association (NRPA), parks provide essential services that include physical activity spaces, social interaction opportunities, and mental health benefits, all of which contribute to the overall well-being of a community (NRPA, 2021). For youth, these spaces are particularly crucial. Parks offer safe environments where young people can engage in physical activities, learn new skills, and interact with peers, all of which contribute to their development into healthy, well-adjusted adults.

Preventing Homelessness Through Early Intervention

One of the most significant factors contributing to adult homelessness is a lack of early intervention in youth. High school dropouts, for example, are 4.5 times more likely to become homeless than those who graduate (National Coalition for the Homeless, 2019). In Lane County, for instance, the high school graduation rate is only 80%, leaving one in five young people at a significantly higher risk of falling into homelessness.

By investing in park spaces and programs designed to engage youth, communities can address some of the root causes of homelessness early on. Active spaces that include fitness stations, sports facilities, and structured programs like Zumba, tai chi, and after-school activities can provide young people with the stability, mentorship, and physical activity they need to stay on a positive trajectory. These interventions are not just about keeping kids off the streets; they are about fostering environments where young people can thrive.

The Importance of Multi-generational and Active Park Spaces

There is a need for parks that cater to multiple generations and provide diverse amenities beyond the traditional playgrounds for small children. Parks with fitness stations, ninja courses, and spaces for activities like tai chi or Zumba can attract a broader range of users, from teenagers to adults and seniors, making parks a focal point for community life. Research supports the idea that multi-generational park spaces can reduce crime and increase community engagement (Harnik & Welle, 2011). By creating these active spaces, communities can make parks places of congregation and positive activity, which can, in turn, decrease the adverse behaviors often associated with underutilized or neglected areas.

Addressing the Challenges of Funding and Policy

One of the significant challenges in creating these active, program-filled spaces is funding. While the equipment and initial setup of these parks are expensive, the real costs often come from maintenance, programming, and ensuring that these spaces remain safe and accessible to all community members. Securing funding for these projects can be difficult, particularly when donors are more focused on immediate, visible crises like homelessness or hunger.

However, by shifting the narrative from reactive to proactive solutions, communities can begin to see the value in these investments. Leaders in the outdoor fitness industry have demonstrated how communities can transform underutilized spaces into vibrant community hubs through strategic partnerships and innovative funding models. By leveraging these models, park foundations and community leaders can advocate for the necessary resources to create spaces that will serve as preventive measures against future homelessness.

As we prepare for our upcoming webinar, "Play to Engage: Transforming Community Spaces Through Playful Placemaking", we are excited to share an in-depth look at one of our most impactful projects—the transformation of Irving Street Park and Playground in Westminster, Colorado. This project highlights how playful placemaking can achieve remarkable outcomes and serves as a testament to the power of community engagement.

The Westminster Legacy Foundation Partnership

In March 2023, PLAYCE Studio collaborated with the Westminster Legacy Foundation and Westminster Parks, Recreation, and Libraries to bring our playful placemaking methodology to life. With funding support from Colorado Public Health, this partnership aimed to revitalize Irving Street Park and Playground, turning it into a vibrant community hub.

Key Outcomes Achieved Through Playful Placemaking

Enhanced Community Involvement: The project kicked off with a series of playful workshops designed to engage residents of all ages and backgrounds. Individuals who did not speak English were supported through provided translation services. By using games and interactive activities, we were able to gather a diverse range of ideas and feedback, ensuring that the park's design truly reflected the community's desires and needs.

Increased Trust and Collaboration: Through the playful engagement process, community members developed a strong sense of trust and collaboration. This was evident in the enthusiastic participation and the willingness of residents to work together towards a common goal. The playful approach broke down social barriers, making it easier for everyone to contribute their unique perspectives.

Creative Problem-Solving: The playful activities stimulated creative thinking and problem-solving. Residents were encouraged to think outside the box and propose innovative solutions for the park's design. This led to unique features that might not have been considered through traditional engagement methods, such as interactive play structures and community art installations.

Accelerated Decision-Making: Playful placemaking sped up the decision-making process. The enjoyable and inclusive nature of the activities made it easier to reach a consensus, allowing the project to move forward quickly. This efficiency was crucial in maintaining momentum and keeping the community engaged and excited about the project.

Legacy of Community Champions: One of the most significant outcomes was the creation of a legacy of community champions. The playful engagement process empowered residents to take ownership of the park, fostering a sense of pride and commitment to maintaining and improving the space. These champions continue to advocate for the park and support ongoing community initiatives.

Intangible Outcomes and Personal Stories

The impact of playful placemaking goes beyond tangible results, touching the lives of individuals in profound ways. Here are some heartwarming stories from the Westminster project:

Angelica's Voice: Angelica, a Spanish-speaker and a key figure in the park's community garden, had never been able to provide input at a community event before. Through provided translators, she described the experience as feeling seen and heard not just by municipal leaders but by her fellow citizens who enjoyed and loved the garden. Initially, she said she wouldn't be available for the second meeting, but she returned and brought friends along.

Mae's Family: Mae, one of our hired Hmong translators who grew up in the neighborhood, was deeply moved by the process. After the first meeting, she ensured that her elderly mother and brother, who still lived in the area, attended the second meeting. Mae emphasized that this initiative was too important for the future of their community to miss.

Unexpected Connections: During one session, two men, one older and one younger, were seen playing at a table. The older man was trying to convince the younger man to accept a valuable gift from his garage, emphasizing that he had no more use for it but wanted the young man to have it. This interaction highlighted the deepening of community bonds through playful engagement.

Teenagers' Transformation: Three local high school students attended the workshop initially to get out of class. Confused at first, they were overheard planning to leave during a break. However, they ended up staying for the entire meeting and asked if they could bring friends the next day. They returned the next day, empowered by the opportunity to talk to adults and be part of meaningful conversations.

The success of the Westminster project was made possible by the generous funding from Colorado Public Health. This support allowed the Westminster Legacy Foundation and Westminster Parks, Recreation, and Libraries to partner with PLAYCE Studio, leveraging our expertise in playful placemaking to achieve outstanding results.

Many postmortems of the COVID-19 response are currently underway among intellectuals, scientists, and governing authorities. These individuals recognize the need to examine the measures taken to address what was initially described as a "once-in-a-generation pandemic," which eventually proved to be far less lethal than predicted. One such measure was the widespread closure and prohibition of the use of active spaces by numerous states, counties, federal agencies, and community park agencies.

How can we forget incidents such as the paddleboarder in Malibu who was arrested after ignoring lifeguards' orders to get out of the ocean near the Malibu Pier? Or the removal of basketball hoops by agencies to prevent their use? And what about the sand spread on skateparks to deter children and adults from using them? Not only did these actions hinder the physical and mental well-being of individuals, but they also overlooked the scientific evidence that suggests the benefits of outdoor activities in promoting health and reducing transmission.

Studies consistently demonstrate that spending time in nature and engaging in outdoor activities positively impact physical and mental health. Parks and open spaces have been linked to stress reduction, improved immune function, and enhanced overall well-being. By depriving individuals of access to these natural environments, we inadvertently undermine their ability to maintain optimal health during challenging times.

Scientific research indicates that the risk of COVID-19 transmission is significantly lower in outdoor settings compared to indoor environments. Open spaces provide ample ventilation, which dilutes and disperses airborne particles, thus reducing the likelihood of viral spread. Moreover, maintaining physical distancing is generally easier outdoors, making it a safer option for recreation and exercise. This should not have come as a surprise to the authorities that chose to shut down outdoor open spaces. Decades of virus research have consistently shown that viruses are more likely to spread in indoor spaces and less likely to do so outdoors.

Enforcing physical distancing, providing hand sanitization stations, and limiting crowd sizes could have struck a balance between public safety and the undeniable benefits of outdoor activities.

By following these practices, we can create a safer and more harmonious environment for everyone to enjoy.

First and foremost, staying to the right side of the trail is not just a matter of etiquette; it's a crucial safety measure. Imagine a bustling trail with cyclists, runners, walkers, and skateboarders. Now, envision the chaos that could arise if everyone meandered aimlessly, disregarding their surroundings. Staying to the right side ensures a smooth flow of traffic, allowing faster-moving individuals like cyclists and skateboarders to pass safely on the left. It prevents unexpected encounters and enables better communication, making the trail experience more enjoyable for all.

National Park Foundation looking to fill 500 Service Corps summer jobs across U.S.

The National Park Foundation and Carhartt are looking to fill more than 500 Service Corps jobs across United States national parks this summer, said NPF and Carhartt in a news release on Friday.

More visitors to Washington state national parks and climate change have created a need for workers at Washington’s Youth Conservation Corps and Northwest Youth Corps to handle conservation projects at parks like Mount Rainier National Park, said the release.

Hundreds of workers are in extreme demand at some of the nation’s most historical sites like Joshua Tree, Grand Teton, and Pictured Rocks National Parks. Jobs range from field crew members, trail maintenance workers, invasive plant workers, logistics coordinators, and everything in between, said the release.

A study from Carhartt that came out in February showed that nearly half of Gen Z and Millenials would prefer to work outdoors over a traditional office job.

The study also found that 85% of Gen Z and Millenials are somewhat open to jobs in nature conservation or the outdoors and 74% feel climate change and/or the environment is a top concern for current and future generations.

44% of Gen Z and Millennials said “finding a job that aligns with my values” was a top challenge in today’s job market.

Memberships offer your community supporters the opportunity to receive special benefits in return for a monthly or annual financial contribution. It is important to think holistically about the membership program you want to set up and to plan out the entire process before you launch it.

To create memberships for your small nonprofit park foundation, you can follow these steps:

Determine the benefits: First, you should decide what benefits members will receive. Will they receive exclusive access to certain parts of the park, discounts on merchandise or events, or other perks? Make sure the benefits are compelling enough to encourage people to join.

An MOU is a written agreement between two or more parties that outlines the roles, responsibilities, and expectations of each party. It can be used to formalize the relationship between a nonprofit and a government agency, and to ensure that both parties have a clear understanding of their respective responsibilities and obligations.

Having an MOU can help to:

Clarify Roles and Responsibilities: An MOU clearly outlines the roles and responsibilities of each party, reducing confusion and misunderstandings.

The Oswegoland Park Foundation (OPF) has, for the second time, completely funded the Oswegoland Park District’s Financial Assistance Program.

In a presentation to park district leadership on Oct. 27, OPF President Karen Kelly and board member Sudeb Chatt delivered a check for $25,000 to cover expenses for local families and individuals who rely on the program to cover the costs of Kids Connection, team and individual sports and other activities available through the Oswegoland Park District.

An upcoming 5.7-acre park located near the intersection of the Dallas North Tollway and Warren Parkway has a new name and a park foundation, according to a Communities Foundation of Texas news release.

Kaleidoscope Park, located within the Hall Park office district in Frisco, is slated to open in late 2023, according to the news release. The park will feature free year-round public programming including weekly films and concerts, fitness and well-being activities, and performances.

The Joliet Park Foundation and its agency have happened upon a heart-warming and viral story related to a stuffed animal that was found in the park.

"The song, “The Place Where the Lost Things Go”, in the 2018 file, “Mary Poppins Returns”, states that no object is truly lost forever—”just out of place.”

Such is the case with Odie, a stuffed dog who was left behind at Juliet’s Pilcher Park Nature Center for the past week. According to Sue Gulas, president of the Juliet Park Board of Commissioners, a maintenance worker found her and brought Odie to the front desk."

The National Association of Park Foundations is proud to announce the creation of its public-facing philanthropic website located at www.supportlocalparks.org . This website was created to draw support from within and outside of the park foundation community to help fund the services that the NAPF provides to its members.

On the website, folks can learn about the NAPF, its purpose, mission, vision and activities that support local and regional park and trail foundations, friends groups, alliances and coalitions. They can then choose to support these efforts by making a one-time or recurring donation to NAPF. The funds collected through the charitable giving app are used to offset the cost of advanced park foundation startup and restart consulting services that the NAPF offers to its members. These services are provided at a significant savings vs. hiring for-profit companies/individuals to conduct this work. The funds will also be used to assist the NAPF with creating additional training and continuing education programs. It’s a goal of the association to one-day offer a credentialing process for park foundation employees and volunteer leaders.

MILWAUKEE — Milwaukee County is home to 169 parks and parkways.

Jeremy Fojut is from the city and has set a personal goal for himself this summer. He plans to run through all 169 parks.

He’s doing it to raise money to benefit the parks system. He said for every kilometer he runs, he will be donating to the Milwaukee County Parks Foundation . He said this idea was inspired from his experience with the COVID-19 pandemic.

“Back during the beginning of the pandemic, what place was there for everyone the most?” Fojut said. “It was the parks, and that’s why I started this journey.”

Since he began, he’s already knocked off more than 20 parks from his list, but he’s got a lot more left to conquer. His goal is to finish by the fall.

He said he isn’t a runner by nature, but he’s reaping the mental and physical benefits each day he hits the pavement.

“My focus is I want to finish this for myself, and that I’m consistent,” said Fojut.

He said Milwaukee County is full of beautiful and scenic routes, making his trek a little bit easier.

As he moves forward with each step, he said he welcomes new running partners. He hopes people feel inspired to join him along the way.

“This isn’t about those big mega donations of $20,000,” he said. “Those would be nice, but it’s about getting everybody active outdoors and in their communities.”

BACKGROUND:

The United States Tennis Association (USTA) and the National Association of Park Foundations (NAPF) have entered into a collaborative relationship to promote the growth of tennis by strengthening local park systems.

The NAPF is nationwide membership organization comprising more than 100 local park foundations, which serve as the citizen-governed charitable partner of municipalities’ parks and recreation departments. The NAPF provides its members with organizational resources and educational programs that enhance and strengthen park systems in their communities.

As part of the collaboration between the two organizations, six NAPF members will be chosen to participate in a pilot program that will include completing the USTA’s Municipality and Park Assessment, which analyzes a community’s capacity to successfully deliver tennis to its residents. Both organizations will also explore additional ways to expand and enhance tennis offerings in communities around the country through the parks and recreation system, while also promoting the health benefits of tennis.

The National Association of Park Foundations (NAPF) is pleased to announce that after an extensive search and candidate interview process the association has appointed Kevin D. Korenthal, CAE as its Executive Director. Mr. Korenthal assumes the duties and responsibilities of administering the association while working to grow and promote the relevance, value, and influence of NAPF in the parks and trails community.
